High iron ore (that makes steel ingots) is found in Stormhaven and lower level part of Rivenspire. Orichalcum is found in Stormhaven (rare), Rivenspire and the lower levels of Alik'r Desert. The base formula is as that the levels you can create gear for are also the levels of the area you can find the ingredients.

Of all the places to farm rubedite in the game, Old Orsinium would not be in the top half of places I would pick. Hides I can definitely see with all the harpies and bears in the first part of the dungeon ... not sure if the OP is trying to steer the conversation away from this farming spot by injecting rubedite into the reply posts.

I think it is definitely meant to be a slow grind, i can spend and hour farming cloth exclusively and come away with a stack of void cloth and only 2030 unrefined silk. Little bit frustrating but i understand the reasoning. I farm a bit, decon from dungeons and questing, but i ended up getting over it and bought the rest.
Here you can see a character mining a Rubedite Ore which contained 3 Rubedite Ore, a Grain of Pearl Sand and a Platinum Dust in it. Rarely you can also find non blacksmithing related items in an ore that are used for other purposes, in this case here Platinum Dust which is used for Jewelry Crafting whereas the Grain of Pearl Sand which is part of the Order of the Hour Style.

200 rubedite ore is 20 refinements. ^ 20 = ~36% That is, more than a 1 in 3 chance that you will get no Alloy from refining 200 rubedite. Even though the return rate is 1 per 200 ore. 400 rubedite ore is 40 refinements. ^ 40 = ~13% So you had about a 13% of not getting an Alloy 40 times in a row. More than 1 in 8.
The only right implementation from ZOS on this would have been to add completely new node spawn points for this new resource, which they could make as common or rare as they like. Instead they went the incredibly daft and lazy route of simply turning X% of their ore nodes into jewelry nodes instead.

Incorrect. Half of nodes are based on character/champion level, half of nodes are based on skill point investment in the first crafting passive for that line. A level 50 character with 10/10 in the metalworking passive on an account with >= 160 champion points will always see rubedite ore.
